EXPERIENCE
  • Mr. Drumwright began his career in 1971 with design and construction surveying for roads, sewers and site development in Memphis, Tennessee.
  • He then spent several years working throughout the Southeastern U.S. evaluating sanitary sewer systems, performing sanitary sewer field studies, preparing sewer rehabilitation reports, designing sewer rehabilitation work and performing sanitary sewer rehabilitation.
  • Mr. Drumwright later spent seven years in county government service in a large metropolitan area. During this period in his career he was involved in management, operations, design and construction of nine wastewater treatment systems. He was instrumental in developing a major capital improvement program for the county’s wastewater system.
  • As program manager of the capital improvement program, he was directly responsible for its $180 million budget, cash-flow analysis, scheduling, consultant selection and contract negotiation. He also had significant input in the design and construction process. This time spent in government service gives Mr. Drumwright a unique understanding of the perspective of owners, especially governmental clients.
  • Mr. Drumwright joined TLM Associates, Inc., in 1987 as a staff engineer. He has since worked his way through project engineer, project manager and vice president to become a principal in the firm. During his tenure he has assisted dozens of owners in realizing their expectations through design, project management and administration, Mr. Drumwright has been involved with and personally designed a wide variety of civil engineering projects including: various airport, roadway, bridge, storm drainage, water plant, water distribution, sanitary sewer, pumping station, subdivision, commercial site and solid waste facilities.
NOTABLE PROJECTS
  • Water treatment plant, well field and elevated storage
    Trimble, TN: This project replaced a more than 60-year-old treatment plant and water tank with a new 0.75 million gallon per day treatment plant, a 200,000 gallon storage tank and 1.5 mgd well field.
  • Dyer County Community Development Park Entrance Road
    Dyersburg and Dyer County, TN: This project involved the design of a mile-long roadway system to feed the park from two different directions. It included two-lane, four-lane and four-lane divided sections.
  • Solid Waste Landfill
    Jackson and Madison County, TN: Approximately 110 acres of Class I and 75 acres of Class III/IV landfill. This state-of-the-art design has a life expectancy well into the next century.
  • West Apron and Taxiway Expansions
    McKellar-Sipes Regional Airport: This multi-phase project expanded the main aircraft parking apron by 7 acres and included connecting taxiways, storm drainage and lighting.
  • Storm Drainage Improvements
    McKellar-Sipes Regional Airport: This multi-year project began with a complete field study of the existing drainage system to identify both physical and capacity problems throughout the entire airport property. It then led to the design and construction of more than two miles of storm drainage piping along with innovative use of miniature detention basins to alleviate frequent flooding of both air-side and land-side facilities.
  • Pleasant Plains Road Extended
    Jackson, TN: This is a "greenfield" roadway to serve as a connector between high-growth residential areas of the city and the bypass/interstate. It is a four-lane curb and gutter roadway with a raised median throughout.
  • Master Plan Implementation
    Union University: This ongoing project involves bringing Union University’s 20-year master plan to fruition. It totally revamps the campus, turning its focus 180 degrees. It includes a new campus entrance, great lawn, classroom buildings, administration buildings, dorms, athletic center, varsity and intramural athletic fields and utility evaluation, coordination and implementation.
OTHER EXPERIENCE
At various times, Mr. Drumwright has served on a temporary basis as the City Engineer for the City of Dyersburg, the Town of Halls and the City of Jackson. Mr. Drumwright has experience with CDBG, FAA, TOA, FmHA, EPA, ECD, and other state and federal funding programs.
